Countering human trafficking in Ukraine since 2011
War and mass displacement force people to seek work in conditions of extreme vulnerability, which criminals often try to exploit. In this difficult time, it is critically important that the system of early identification and assistance to survivors operates directly within communities.
That is why the Charitable Organization “Caritas-Ivano-Frankivsk UGCC Charitable Foundation”, as a member of the Counter–Trafficking NGO Coalition, focuses its activities on preventing these crimes and supporting those who have suffered.
A key stage of this work was the conduct of four specialized training sessions entitled “Human Trafficking. Awareness-Raising Course”, aimed at familiarizing participants with the concept of “human trafficking”, the main elements of the crime, direct and indirect indicators that may suggest that a person has been or is in such a situation, and referral pathways for obtaining comprehensive rehabilitation assistance. The training was completed by 100 representatives of parish Caritas organizations of the Ivano-Frankivsk Archeparchy of the UGCC, who work with local communities on a daily basis.
Specialists acquired skills in identifying survivors and learned to recognize hidden signs of exploitation. An important part of the training was the study of the legislative framework and the practice of algorithms for interviewing survivors. Each participant also received clear instructions and guidance materials on referral mechanisms for obtaining professional assistance.
Since 2004, a Consultative Centre has been operating on the basis of Caritas, providing support to survivors of human trafficking, exploitation, and war-related violence. Each person receives comprehensive reintegration assistance: from psychological and legal support to the provision of basic needs such as food, medicines, or clothing. In addition, the organization helps survivors restore their economic independence through vocational courses and the provision of equipment for starting their own business. It is precisely this combination of professional community training and targeted support that enables Caritas to create real barriers to crime and restore people’s sense of dignity.
