How standards for assisting victims of human trafficking are developed

What makes assistance to victims not random, but predictable, high-quality, and the same in all regions?

It is standards. And it was precisely these standards that experts, lawyers, attorneys, and representatives of state institutions jointly developed during the round table titled “Combating Human Trafficking: Effective Interagency Cooperation, Legal Aid, and Standards for Providing Services to Victims”.

The event brought together the free legal aid system, government bodies, international organizations, lawyers, and the public sector to synchronize approaches and make assistance for victims predictable, high-quality, and sustainable in all regions.

Experts from the NGO Coalition against Human Trafficking – Natalia Kulikova and Viktor Valchuk – were key speakers in the section dedicated to standards of legal aid and modern methodology for training specialists.

In addition to the educational event itself, this occasion became another important milestone in strengthening partnerships between state and non-governmental organizations in the field of child protection. During the event, a memorandum of cooperation was signed.

Victor Valchuk, an expert on combating human trafficking, presented the draft Standard for Providing Legal Services to Victims. The document, which he developed together with Nataliia Kulikova, outlines the logic of legal support, stages of interaction, principles of working with victims, and mechanisms for quality monitoring.

Nataliia Kulikova, Chair of the Board of the NGO Coalition, highlighted the approaches to training specialists.

She emphasized:

  • multidisciplinarity,
  • comprehensiveness and systemic nature of the program,
  • use of various training methods,
  • practical development of skills necessary for working with victims,
  • importance of supervisory support after trainings.

Also, the Coalition’s experts together with representatives of the Free Legal Aid system facilitated three parallel groups.

Each worked on one of the key documents:

  • the standard for providing legal services;
  • the training methodology for lawyers of the Free Legal Aid system;
  • the training methodology for attorneys.

The results obtained will become part of the final version of the documents to ensure consistency of approaches within the Free Legal Aid system and the legal community, and to guarantee that victims of human trafficking receive high-quality and standardized assistance.

Standards and modern training methodologies are not about process for the sake of process.
